Created in 1989 at the initiative of the Lorraine and Franche-Comté Regions, the Ballon des Vosges Regional Natural Park regroups 192 communes across four departments : Vosges, Haut-Rhin, Territory of Belfort and Haute-Saône.

Most valleys and foothills are affected by peri-urbanization causing landscape standardization and the artificialization of natural areas. The high space occupancy threatens low agricultural lands and ecological continuity, and raises energy costs for households and the community – also facing roadway and network costs. It also impacts farms and biodiversity. In order to promote communal and intercommunal dynamism and preserve space, the Park proposes a sustainable urban planning approach for the entire territory and ensures that all required documentation comply with the Charter. This approach consists in preserving territory resources, building on the identity and features of cities, villages and the territory in general to undertake urban planning projects, promote dynamism and conviviality, and lastly assess project sustainability. The Park will also support public and private interventions to save energy and develop renewable energies, building on long-term territory potentialities (wood industry, diversified energy mix…) and achieving a fair soil usage balance.

As regards Transports, the aim is to preserve quality of life while developing local economic growth. For example, by improving public transportation (commuting and leisure-tourism) in partnership with enterprises, and coordinating public policies.
